Not satisfied with the glowing girl (which in itself just sounds...tacky) but I think I'm one step closer to understanding how 
gets soft glowy/translucent effects... Even though she uses Open Canvas and not SAI.
Shrunken so that you can't see it, but in the original the girl is crying. Fortunately, her face is now so small that this emo-ness has disappeared from view. But I confess my guilt. *_* If I were a particularly shiny person I'd add little lights, but I just forgot...
